Summary: During the 2014-2015 school year, the program advisory committee for NCC’s Law Enforcement program recommended the purchase of a FireArm Training Simulation (FATS) system. As part of the budget planning process, Officer Darrick Bruns, the Law Enforcement/CSI instructor, developed a budget for the program for this system to be purchased for the program. This purchase was planned into the FY 2015-2016 school year enhancement grant budget. This purchase was presented to the Platte County R-3 School Board on December 17, 2015 as board agenda item 8.4. The item was approved and the FATS system has been used since it arrived during that school year. Officer Bruns and Officer Hopper have continued to use the FATS system to train students and work with local law enforcement partners to utilize this system. This FATS system is designed to provide the importance of firearms safety and control by putting the student into real life scenarios where weapons control must be exercised. It is vital that students in this career area learn the necessary skills not only physically, but mentally and emotionally of how to defuse a life threatening situation in the best way possible. This system teaches students how to use a firearm properly and also teaches them how to defuse situations by using the force continuum through officer presence, verbal commands and soft hand techniques. This system upgrade supports new technological updates and new scenarios to support current/relevant training. The upgrade of this system is much more affordable than the purchase of a new system. The RECON Core Upgrade Package from TI Training is $16,000. The original purchase price for the FATS system was $39,950.00 in December of 2015. This purchase is a 75%/25% reimbursed grant, and will only require $4000.00 local funds from NCC’s budget with the remaining $12,000 being reimbursed as part of the enhancement grant process.
